In September 2001 Parliament enacted the Dairy Industry Restructuring Act 2001. That legislation paved the way for the de-regulation of the dairy industry and ultimately the creation of Fonterra Co-operative Group Limited by the merger of the two biggest dairy companies and the New Zealand Dairy Board.
Specific provision was made in that Act to ensure the New Zealand Dairy Core Database was retained by LIC, previously a subsidiary of the New Zealand Dairy Board.
The control and access to the core database is governed by the Dairy Industry (Herd Testing and New Zealand Dairy Core Database) Regulations 2001.
Those regulations established the New Zealand Dairy Core Database Access Panel, which has the role of determining applications for access to data in the core database and the basis on which access may be granted to an applicant.
