Principal Policy Advisor


Laura says DairyNZ’s Policy team is always working behind the scenes to make sure farmers’ voices are heard “way before decisions are locked in”. It’s a satisfying job full of variety, too.

“Policy work involves a little bit of everything – from reading and translating government consultation documents, Cabinet papers, regional council plans, or legislation; to tracking key policy developments and identifying emerging risks and issues for farmers,” explains Laura.

“Plus, I draft submissions; write briefings and position papers for, and provide strategic advice to, our Board and Leadership Team; participate in sector working groups; and prepare farmer-facing materials to explain policy changes.”

Laura’s role is mainly focused on leading DairyNZ’s Reduced Greenhouse Gas Emissions programme, which brings together DairyNZ’s climate policy and GHG research efforts. “More recently, I’ve also taken on gene technology policy, and work related to New Zealand’s science sector reform process.”

The Policy team has become very good at being a ‘jack of all trades’, says Laura.

“We have to be able to understand and balance competing interests between farmers’ needs, government goals, scientific evidence, public expectations and market pressures - and stay agile through government or ministerial changes too.”

There are plenty of face-to-face activities in her role too, such as meeting with key sector partners like Beef + Lamb NZ, Federated Farmers and dairy companies; working with DairyNZ scientists and extension and communication staff; giving presentations; and preparing farmer-facing materials to explain policy changes.

Like many in DairyNZ’s Policy team, Wellington-based Laura comes from a farming background.

“I’m a passionate advocate for farming and the primary sector, having grown up on a sheep and beef farm in the Manawatū, with a dairy farming uncle next door. I’ve always loved agricultural and environmental science, and I enjoy being a bridge between farming, policy and science.

“Working with farmers – hearing their perspectives, understanding their values and concerns – and helping them see how their insights and experiences contribute to sound policy-making – and seeing policy changes through, is deeply rewarding.”
