Roger Lincoln
General Manager Policy and Government Relations
Roger is the General Manager Policy & Government Relations at DairyNZ, commencing the role December 2025. He is an experienced public policy leader with extensive engagement across government, industry bodies, and regulatory agencies at both regional and national levels.
Roger joined DairyNZ in 2020 after senior leadership roles at the Ministry for the Environment, most recently as Director. He has led major legislative and policy initiatives, represented New Zealand at international fora on environmental and trade negotiations, and provided strategic advice to Ministers. His background spans agriculture, forestry, international trade, and regulatory framework development.
He holds a BA (Hons) in Public Policy from Victoria University of Wellington. Roger brings strong policy expertise, deep knowledge of DairyNZ’s key workstreams, including biosecurity, and a well established connection with farmers. A strategic thinker with an authentic leadership style and a passion for farmers and the dairy sector, he is a valuable addition to the Leadership Team.
